Legal horn trade urged to save rhinos

Surging demand for rhino horn to decorate daggers and treat everything from hangovers to cancer is driving the iconic animals to the brink of extinction. The only way to save them is to humanely harvest rhino horn and sell it legally, scientists argue in a controversial new paper.

Only 5,000 black rhinos and 20,000 white rhinos remain, mostly in South Africa and Namibia, the scientists note. The western black rhino was declared extinct in 2011.

The paper, published Thursday in the journal Science, is a bid to spark "serious discussions around establishing a legal trade" at an international conference on the trade in endangered species that starts Sunday in Bangkok, lead author Duan Biggs told NBC News.


Edna Molewa, South Africa's water and environment affairs minister, told reporters Thursday that the government would consider "extraordinary measures" to save the rhino from poaching, including a legal trade.?

"We have been given a mandate by Cabinet not to close our ears to potential and possible trading in rhino horn," she said, and at this year?s conference, South Africa "would listen and gather as much information as possible" on what should be done about trading, Business Day reported.?

Humane trade
Trade in rhino horn was banned under the Convention on the Trade of Endangered Species (CITES) in 1977. Since then, demand for the horn has been met by poachers, who typically kill the rhinos before hacking off their horns.

Just days after Rock Center aired Harry Smith's report, "The Last Stand," on the growing epidemic of illegal rhino poaching in South Africa, three of the rhinos featured in the report were attacked by poachers. Rock Center's Harry Smith reports.

"The trade ban restricts supply and that pushes up the price of horn, which increases incentives for poaching and has caused skyrocketing poaching levels," said Biggs, who is a researcher at the Australian Research Council Center of Excellence for Environmental Reporting.

Today?s street value of rhino horn is about $65,000 per kilogram (2.2 pounds), making it worth more by weight than gold, diamonds, or cocaine, according to the paper. As a result of the high prices, the number of rhinos poached has more than doubled each year over the past five years.?

Biggs and colleagues argue that the demand for horn can be met by legally shaving horn from a herd of about 5,000 live animals kept on private conservation lands in South Africa. This would lower prices, lure buyers of horn to the legal market, reduce incentives to poachers and thus reduce poaching.

Rhino horn is largely composed of keratin, a protein also found in fingernails and hair. It regrows when cut at a rate of about 0.9 kilograms a year. For about $20, a rhino can be sedated long enough for its horn to be harvested, Biggs and colleagues note.

"It is a product that can be delivered to the market sustainably and humanely and in a way that has broader conservation benefits," Biggs said. For example, sale of the horn could be used to strengthen anti-poaching efforts.

Poachers 'very nasty people'
Sam Wasser is a conservation biologist at the University of Washington in Seattle who has led global efforts to end the illegal ivory trade, which is run by sophisticated crime syndicates motivated by the huge profits in the wildlife trade.?

In South Africa, home to three quarters of the last remaining rhinos on the planet, a spike in rhino poaching is threatening the white rhino's survival. NBC News' Harry Smith reports for "Rock Center."

He said the rhino poachers are the same people who poach elephants, describing them to NBC News as "very nasty people that really want to make a lot of money." The paper calling for a legal trade in rhino horn, he said, "grossly underestimates the impact of organized crime on this trade."

In South Africa alone, 668 rhino were killed in 2012; 448 were killed there in 2011. The sharp rise is largely attributed to a rumor that the horn is a cure for cancer. Studies show that it is not. "That's essentially a marketing ploy by organized crime to increase the value and demand for horn," Wasser said.

In order for a legal trade to be effective, he noted, it would need to lower the price of horn from $65,000 to a few hundred dollars per kilogram. "Poachers are going to be trying as hard as they can to get the last rhinos to capitalize on that high price before the price drops, if it ever does," Wasser said.

He added that poaching of elephants increases in the months prior to CITES meetings whenever countries propose a legal sale of ivory because the poachers scramble to benefit from higher prices. He expects the same to happen with a legal rhino horn trade.

If so, the only surviving rhinos will be those under tight security on private lands in South Africa. "They won?t be natural rhinos," Wasser said.

The more effective approach to saving rhinos, he argued, is to focus efforts on breaking apart the crime syndicates that control the ivory trade. "If you do that, you also get the rhino poaching under control because it is the same organized crime groups that are doing this," he said.

This could be easier than it sounds, Wasser added. He works with Interpol, the international criminal police organization, to genetically track the origin of seized ivory. They?ve found most of it comes from a few hotspots. Focusing law enforcement on those hotspots, he said, could shut down the illegal trade.

No silver bullet
Cathy Dean, executive director of Save the Rhino International, a London-based non-profit group, told NBC News that "there is no one silver bullet that is going to solve the rhino-poaching crisis."

Those pushing for legal trade agree that anti-poaching efforts will need to be maintained and policies must be in place to ensure that local communities in and around rhino areas benefit from the sale of horn, for example.

"Broadly speaking, we are in favor of sustainable use and of reducing reliance on donor funding, so the option of legalizing the trade in rhino horn is of interest," Dean said. "But, there are many, many preconditions that must be met before we could support such a measure."

For example, she noted, South Africa must find a trading partner for the horn. So far the governments of China and Vietnam, where most of the illegally harvested horn is sold, have shown no willingness to participate in a legal trade.

WWF, the conservation organization, said in a statement that private landowners in South Africa are to be applauded for their efforts in rhino conservation, and that "it is vitally important to keep incentives in place" to ensure their continued involvement.

"At the same time, there are legitimate concerns that establishing a legal avenue of horn trade under current circumstances could produce a range of unintended consequences that would undermine the conservation efforts of WWF and its partners."

For example, a legal horn market could serve as a conduit for laundering illegal rhino horn, increase consumer demand and undermine existing law enforcement.

"The situation is not stable enough to entertain any consideration of legal trade in rhino horn," the WWF said.

Biggs acknowledged that the proposal for a legal trade is controversial, but said it is worth trying.?"What we know is that the current situation is certainly not working," he said. "It is failing to conserve rhinos and it comes at taking away resources from other conservation efforts."

SAN FRANCISCO (AP) ? Google's chief financial officer says the company plans to cling to its steadily growing stash of cash to pay for potential acquisitions and other investments that could boost the Internet search leader's profits.

Patrick Pichette explained Google Inc.'s rationale for holding on to its $48 billion in cash in response to a question posed Thursday at a Morgan Stanley technology conference.

The money-management policies of publicly traded companies are getting more attention as more firms hoard huge amounts of cash instead of introducing or increasing dividends to reward stockholders.

Report: Indian casinos revenue up slightly in 2011

HARTFORD, Conn. (AP) ? A report says Indian casinos posted higher revenue in 2011 despite a weak economy.

The study, "Casino City's Indian Gaming Industry Report," released Wednesday, says that revenue rose 3 percent, to $27.4 billion.

Indian casinos account for about 43 percent of total casino gambling revenue, just slightly less than 45 percent for commercial casinos. Race track casinos account for the rest.

Indian gambling was slowing before the start of the recession in late 2007 due to legislation, regulations and court decisions. Alan Meister, the industry report's author, says restrictions include the types of games offered by Indian casinos, the states where gambling is permitted and other limits.

The report says the outlook for Indian gambling looks healthy because the economy is expected to continue improving, restoring consumer spending.

In addition, many tribes are upgrading, expanding and replacing casinos.

JP Morgan Chase to slash $1 billion; cut staff

JPMorgan Chase became the latest Wall Street firm to scale back in an uncertain economy, announcing plans Tuesday to save $1 billion through various costs cuts and about 4,000 job reductions.

The bank, struggling to emerge from the shadow of a trading scandal known as the "London Whale" affair that dealt the firm its biggest ever trading loss, also issued a stark warning about the rising costs of regulation.

A frequent critic of efforts to increase oversight on Wall Street, JPMorgan said that new red tape could cost up to 10 percent of market revenues. However, the financial services giant cautioned that the effects of the Volcker Rule won't be seen for at least two to three years. JPMorgan also said it plans to add 200 more branches by 2014.

JPMorgan has instituted a number of changes to its executive suite lately, an issue JPMorgan Chairman and CEO Jamie Dimon addressed when asked about whether management changes had become too disruptive, and a recent call to split the chairman and CEO roles.

The bank is "completely comfortable" with management overhauls and current leadership, Dimon said. Responding to a call to sever his joint position, the bank chief called the controversy a "sideshow". He added that the board should have flexibility to make those decisions.

The results from Italy's election continue to roil markets, which are becoming increasingly attuned to the threat of Washington's budget stalemate. Dimon said both events were unsettling investors.

Europe's debt troubles are "a roller coaster" for markets, Dimon said, adding that the threat of sequestration was a "legitimate" worry as well. Markets should be concerned by the potential for a quick and substantial jump in interest rates, should Washington fail to strike a deal on taxes and spending, he added.

The bank stated it would reduce headcount in its mortgage banking unit by between 13,000 to 15,000 by the end of 2014. Most of these employees are considered contractual and hourly workers, and not full-time, the bank said.

The bank's biggest challenges, according to Marianne Lake, JPMorgan's CFO who spoke at JPMorgan's Investor Meeting, are from regulatory issues.

Earlier in the day, Lake said that the planned cuts would be driven by savings in its mortgage unit, during a period when the U.S. housing sector has shown fairly steady improvement from the post- 2008 meltdown.

JPMorgan's cost-saving efforts come at a time when its key rivals are also moving to adjust to a volatile global economy. Goldman Sachs is reportedly preparing a round of job cuts; meanwhile, beleaguered financial behemoth Citigroup announced its own massive restructuring plans last year.

Speaking at the investor conference earlier, Dimon said that while the company has benefited from downturns, it can maintain a 15 percent return on tangible equity.

'Sequester' on president's agenda at meeting with governors

President Barack Obama on Monday is expected to implore the nation's governors to put pressure on Congress to avoid the sequester as Obama speaks to the nation's governors at the White House.

Members of the Obama administration, heads of federal agencies and others have been issuing severe warnings to Congress regarding the sequester-- $85 billion in across-the-board spending cuts that will go into effect March 1 absent a budget. Warnings have been released threatening fewer responders to handle wildfires, reduced food safety inspection, less help for vulnerable Americans and on Friday, widespread flight delays and cancellations.

"Travelers should expect delays. Flights to major cities like New York, Chicago, San Francisco and others could experience delays up to 90 minutes during peak hours, because we have fewer controllers on staff. Delays in these major airports will ripple across the country," Transportation Secretary Ray LaHood told reporters at Friday's White House press briefing after announcing that the Federal Aviation Administration (FAA) plans massive furloughs and closing air traffic control towers if the sequester goes into effect.

The White House on Sunday night released state-by-state reports detailing what they say would be "devastating" impacts on each state as a result of the sequester, but the topic of the sequester was notably absent from Obama's speech Sunday night to the governors, who are in town for the National Governors Association's (NGA) annual winter meeting.

Instead, the president at the White House dinner struck an appreciative tone, commending the governors for steering their states through tough times.

Democratic Gov. Jack Markell of Delaware, chair of the NGA, followed Obama's address Sunday night by emphasizing the absence of politics from the night's celebration. "On this one night it?s a relief -- politics doesn?t drive the conversation. We don?t speak of partisan issues or presidential aspirations," Markell said.

But Markell did note the sequester.

"One thing for sure is certain -- you don?t let issues fester. You get to deal with education and health care, and even the sequester," Markell said to laughter and applause from the audience.

Republicans such as Speaker John Boehner have publicly stated their opposition to the sequester, though others have threatened they are willing to let it go into effect.

Some Republicans over the weekend continued to accuse the administration of exaggerating the sequester's impact.

"They have plenty of flexibility in terms of discretion on how they spend money. There are easy ways to cut this money that the American people will never feel," Republican Sen. Tom Coburn of Oklahoma said on Fox News Sunday.

The president is slated to address the governors at 11:05 a.m. ET from the White House State Dining Room. Vice President Joe Biden, First Lady Michelle Obama and Second Lady Dr. Jill Biden are also scheduled to speak.

Most 2014 GM cars will also be a Wi-Fi hotspot

General Motors will partner with AT&T to offer embedded 4G Internet access in ?most? of the vehicles it sells in the U.S. and Canada starting next year, the maker announced during a mobile communications conference in Spain on Monday.

An early leader in so-called ?connected car? services with its OnStarsystem, GM sees a number of advantages in tapping into AT&T?s 4G LTE wireless service, promising it will expand the range of infotainment options motorists will have while also providing the potential to use the broadband service to improve vehicle safety.

Among other things, passengers will be able to tap into a WiFi hot spot that can handle up to eight different cellphones, table and laptop computers and other devices.

?In addition to allowing consumers to bring in and connect to personal mobile devices, the vehicle will also act as its own mobile device, enabling embedded vehicle capabilities,? said Mary Chan, president, Global Connected Consumer, General Motors.

?Turning this vision into a reality starts with enabling fast, reliable and responsive connectivity within the vehicle,? she added. ?Through this built-in 4G LTE connection we have the opportunity to reinvent the mobile experience inside a vehicle.?

GM is by no means the only maker that has that goal in mind. Audi has been offering broadband capabilities on several models, such as the A7 and A8 sedans, in recent years and uses that to merge Google images into its real-time navigation system, as well as to offer in-vehicle WiFi hotspots. BMW is also adding 4G capability, as is the Chrysler Group, the latter teaming up with Sprint to enhance its Uconnect infotainment system on vehicles such as the Ram 1500 pickup and SRT Viper sports car.

According to GM?s Chan, adopting 4G LTE will yield data speeds as much as 10 times faster than older 3G wireless technology. The challenge for AT&T will be to expand its own network coverage to ensure that motorists actually have access to the service.

The most recent Initial Quality Survey, or IQS, by J.D. Power and Associates found that infotainment-related glitches are now the number one source of complaints from new car buyers, surpassing traditional issues like wind noise or powertrain problems. On the other hand, other studies have illustrated that consumers can be swayed by manufacturers who offer the best in-car technologies.

According to GM, the partnership with AT&T will allow the maker to begin offering or enhance existing features such as streaming audio, on-demand video, voice-to-text messaging and more.

It also will permit the maker to enhance the suite of safety and security features offered by the OnStar system, which was a pioneer in what then was known as telematics when it debuted in 1995.

OnStar had previously partnered with Verizon which had been serving GM vehicles through the much slower 2G network ?so the switch in service providers is a major coup for AT&T.

?Introducing 4G LTE into GM vehicles is a game-changing opportunity,? said Ralph de la Vega, president and CEO of AT&T Mobility.?We?re working closely with GM to grow the connected car base, and provide unique and relevant services that will improve the connected experience inside automobiles for both drivers and passengers.?

With smartphones rapidly replacing conventional cellphone technology, communications industry experts say broadband is rapidly becoming the norm for consumers wherever that are. But the auto industry and automotive regulators see opportunities to use such technology for more than just keeping drivers in touch and their passengers entertained.

One active field of development aims to connect individual cars and a fixed highway infrastructure. This would improve the ability to stay on top of changing road conditions, for example, alerting motorists when there are accidents or weather-related issues. Such systems could warn oncoming traffic if a vehicle runs a red light.

Connected car technology is now undergoing extensive testing, including a major program in the Detroit suburb of Ann Arbor, Michigan. One question is how vehicles will communicate with one another. The Federal Communications Commission this month rejected an auto industry request to preserve an open spectrum of radio space solely for connected car systems, instead assigning some of it for such things as home and office WiFi.

GM sees even more options for the new alliance with AT&T. Having a high-speed, two-way line of communications with virtually every 2015 model and beyond could simplify vehicle maintenance, especially when it comes to the software-based control systems that are now found on every modern automobile.

?We will literally start downloading maintenance and updates on equipment (in) vehicles that we used to have to bring in,? GM CEO Dan Akerson said during a conference call with company employees last year.

While today?s announcement focuses on vehicles that will be sold in the U.S. and Canada, the world?s second-largest automaker says it will look to offer similar services in other parts of the world, such as in Europe through its Opel and Vauxhall brands.

(AP) ? The oddball romance "Silver Linings Playbook" was named best picture Saturday at the Spirit Awards honoring independent film, Hollywood's last pre-game show before the Academy Awards.

"Silver Linings Playbook" led with four wins, including best actress for Jennifer Lawrence and director and screenplay for David O. Russell.

Lawrence is the best-actress favorite at Sunday's Oscars for her role as a young widow in a shaky new relationship with a man fresh from a mental hospital.

"The Sessions" earned two acting prizes, for John Hawkes as a man in an iron lung hoping to lose his virginity and Helen Hunt as the sexual surrogate helping him through it.

The award for best supporting actor went to Matthew McConaughey as a flamboyant stripper in "Magic Mike."

In barely three years, Lawrence has risen from a relative unknown to superstar hero of "The Hunger Games" franchise and potential Oscar winner at just 22. Her quick ascent began with another Spirit Awards nominee, "Winter's Bone," which won the top honor at the 2010 Sundance Film Festival and earned Lawrence her first Oscar nomination.

Lawrence said she loves independent film for the thrill of freezing with the crew in the middle of the night because they all believe in a story.

"That's why I do what I do. I love that feeling. I mean, I'd rather be warm," Lawrence said.

McConaughey, also a best-actor nominee at the Spirit Awards for "Killer Joe," is a Hollywood A-lister but a relative newcomer to key film awards.

"I had to take my pants off to win a trophy," McConaughey said, adding that five of his last six films were independent productions and the "most creative fun of my acting career, hands down."

Hunt, also nominated for supporting actress at the Oscars, was coy backstage about what she'll be doing before Hollywood's big night.

"I will be eating breakfast and getting dressed," Hunt said of her day at the Oscars, where she previously won as best actress for "As Good as It Gets." ''I don't have any plans, but I'm going to put a dress on."

"Silver Linings Playbook" filmmaker Russell noted that his initial trip to the Spirit Awards was 19 years ago, when he won the prize for best first film for "Spanking the Monkey."

His son Matthew, an inspiration for "Silver Linings" because of his battle with bipolar disorder, was a year old at the time, and was in the crowd to watch his father claim his awards.

"He gave me this movie, so I want to thank him, Matthew, for this movie," Russell said.

"Silver Linings Playbook" centers on the relationship between a man (Bradley Cooper) just out of a mental hospital and a young widow (Lawrence). The film is up for best picture at the Oscars, where Russell is nominated for adapted screenplay and director and Cooper and Lawrence are in the running for the lead-acting honors.

The film's producers said they had expected fellow Oscar best-picture nominee "Beasts of the Southern Wild" to win the top Spirit Award and that they have no expectations of winning the big prize at the Oscars, where Ben Affleck's CIA thriller "Argo" is the best-picture favorite.

But they gushed praise for filmmaker Russell.

"Your brilliance as a filmmaker is without peer. Your spirit of collaboration knows no bounds," said producer Jonathan Gordon.

Russell said backstage that he was thrilled to go the Oscars, or as he called it, the "World Series," but he also has no illusions about winning there.

"Thank God, Monday, I'm going back to work," Russell said. "That's how you avoid the postpartum depression."

Hawkes won the supporting-actor Spirit Award two years ago as Lawrence's co-star in "Winter's Bone," a role that also earned him an Oscar nomination. He missed out on an Oscar slot this time but said that independent film is a "big part of my life, and I'm really happy for that. ... 'The Sessions' is a truly independent film made for very little money and shot very quickly."

Austrian writer-director Michael Haneke's old-age love story "Amour" won for best international film, a possible prelude to the Oscars, where his film is the favorite to win the foreign-language prize and is nominated for best picture.

"I have the impression I am the oldest man in the room," the 70-year-old Haneke joked in a room filled with young filmmakers.

The ceremony was hosted by Adam Samberg at the awards' usual venue, a tent along the beach in Santa Monica just west of Los Angeles. It is presented by Film Independent, a group of filmmakers, industry professionals and cinema buffs. The show was aired later Saturday on IFC.

Among other winners:

? Best first film: "The Perks of Being a Wallflower," from director Stephen Chbosky, who adapted the picture from his novel.

? First screenplay: "Safety Not Guaranteed," Derek Connolly.

? Cinematography: "Beasts of the Southern Wild," Ben Richardson.

? Documentary: "The Invisible War," directed by Kirby Dick.

? John Cassavetes Award for best film made for less than $500,000: "Middle of Nowhere," directed by Ava DuVernay.

ZTE Open, the company's first Firefox OS phone, gets a full spec sheet at MWC

Remember that ZTE teased the MWC debut of its upcoming Firefox OS phone? Well, according to this spec sheet spotted by a tipster at ZTE's MWC booth, said device will be appropriately named ZTE Open, and it'll come with a moderate set of components: a Cortex-A5-based Qualcomm MSM7225A (which is known to clock at either 600MHz or 800MHz), a 3.5-inch HVGA TFT display with capacitive touchscreen, 256MB DDR SDRAM, 512MB NAND storage and the usual set of radios like WiFi 802.11a/b/g/n, Bluetooth 2.1 (with EDR3), GPS and FM radio. Interestingly, there will be a 3.2-megapixel front-facing camera, but it appears that there'll be none on the back. The Open will be available in three SKUs with different UMTS bands: 850/1900, 850/2100 and 900/2100. As always, we'll be sharing the full announcement and hands-on once we see the phone at MWC, though we have a feeling that we've already played with it before.

Update: As some of you have pointed out, yes, the "FF" may actually mean "fixed focus" instead of "front-facing," and the former seems more likely.

(AP) ? The Justice Department has joined a lawsuit against disgraced cyclist Lance Armstrong that alleges the former, seven-time Tour de France champion concealed his use of performance-enhancing drugs and defrauded his long-time sponsor, the U.S. Postal Service, Armstrong's lawyers said Friday.

The suit the Justice Department is joining was filed in 2010 by former teammate Floyd Landis, who was stripped of his 2006 Tour de France title for doping.

Settlement discussions had been underway between the Justice Department and Armstrong's lawyers. A person familiar with the negotiations says the two sides are tens of millions of dollars apart on how much Armstrong should pay to settle the case. The person spoke on condition of anonymity because the source was not authorized to speak on the record about the private talks.

An Armstrong lawyer, Robert Luskin, said negotiations with the government failed because "we disagree about whether the postal service was damaged."

"The postal service's own studies show that the service benefited tremendously from its sponsorship ? benefits totaling more than $100 million," said Luskin

The Landis lawsuit was filed under seal, but it will be unsealed with the Justice Department decision to join, or in essence, take over the case.

Armstrong was the subject of a two-year federal grand jury investigation that the Justice Department dropped a year ago without an indictment.

Throughout his career, Armstrong always denied drug use, but he confessed to having done so in an interview last month.

In October, the U.S. Anti-Doping Agency released a report that included affidavits from 11 of Armstrong's former teammates. These affidavits detailed how the teammates were supplied with EPO by Armstrong and saw him inject, and how they were pressured to dope and bullied by Armstrong and Johan Bruyneel, the team manager. The cycling world's governing body then stripped Armstrong of the seven Tour de France titles he won from 1999 to 2005.

Last month, the head of USADA lobbied Attorney General Eric Holder for the Justice Department to join the lawsuit against Armstrong. USADA chief executive Travis Tygart has called the doping by Armstrong and the postal service teams a "massive economic fraud."
