New York Planners Prep For A 'New Normal' Of Powerful Storms

It will take tens of billions of dollars to repair the damage wrought by Superstorm Sandy. But scientists who study climate change say repair is not enough. As the climate warms, ice sheets and glaciers will melt, raising the sea level. That means coastal storms will more likely cause flooding.

So New Yorkers, local politicians and scientists face a tough decision: How to spend limited funds to defend themselves from what climate experts call "the new normal."

New York City faces the Atlantic Ocean like a chin waiting to be hit, and Sandy stepped up and whacked it. And there will be more storms like Sandy.

"Storms today are different," says Jane Lubchenco, who heads the National Oceanic and Atmospheric Administration, which includes the National Weather Service. "Because of sea level rise, the storm surge was much more intense, much higher than it would have been in a non-climate changed world."

Even garden-variety storms may someday heave water up to your doorstep. So the question now is: How to prepare for the next big one?

Some things are a given. You can see this as you drive through Staten Island's shore neighborhoods. Many of these houses are a coin toss above sea level. Sandy knocked one-story bungalows off their foundations and flooded the rest.

Repair crews go from house to house, cutting up soggy flooring and hauling away debris. Green and yellow stickers on the front doors tell a story: Yellow means the house isn't habitable; green means it's OK. Marit Larson, with the city's parks and recreation department, says most of the OK ones were built after the late 1990s, when building codes changed.

"Zoning codes required that no utilities were in the basement," she says. "Electrical and gas, heating ? whatever utilities they had, had to be built on the second floor."

In between houses you can see wetlands ? tall reeds and twisted trees in standing water. Larson says normally they slow runoff from rainstorms. But Sandy's 10-foot-high surge overwhelmed them.

"Just simply the amount of water that came in and inundated these people's property ? that couldn't be held back by these wetlands," Larson says. She says wetlands could be useful for future storms, however, if you put them in the right place and make them big enough.

Along a beach, for example, wetlands help blunt the energy of incoming waves. But you need more. At this beachfront community, the beach is flat and narrow ? not much help.

Sand Dunes And Sea Walls

Engineer Franco Montalto of Drexel University says it could be "nourished" ? built up with sand or sediment to create dunes that hold back the water.

"And the evidence seems to be that places that had rehabilitated beaches suffered less damage than places that didn't," Montalto says.

For years, the Army Corps of Engineers has built sand dunes along East Coast beaches. Although many got swept away by Sandy, they're relatively cheap to rebuild. It's the kind of defense that Montalto calls "green infrastructure." He says the green strategy has multiple benefits.

"You know, a beach nourishment project could have value in terms of protecting houses, it could add habitat and could sort of enhance the value of this beach," Montalto says.

New York is seeking about $10 billion to prepare for the next big storm. Some experts, like Montalto, say you get more bang for your buck with a "distributed" defense ? dunes, wetlands, bigger stormwater culverts, even urban parks that slow down the flow of water. They're cheaper and designed to fit the needs of a particular community.

But city officials are contemplating plans to build huge sea walls ? across the mouths of the Hudson and East rivers, for example, and even one from New Jersey to New York. Each would cost $6 billion or more.

Klaus Jacob, a geoscientist at Columbia University's Lamont-Doherty laboratory in New York, is skeptical about sea walls.

"The only thing that barriers do is prevent storm surges," he says. "Now that's wonderful. It would have taken care of Sandy and will take care of future storm surges up to a point."

That point being when sea levels rise enough to push a storm surge over the top of the sea wall. Since no one knows how high levels will go, a sea wall could become obsolete in a few decades.

Moreover, a sea wall is open most of the time to let traffic through. So as the ocean rises, it will raise the river level, too.

"So now we have barriers. The sea level rise still goes wherever it wants to go," he says.

Jacob isn't against sea walls, but he says the city needs to figure out ways to live with higher sea levels and flooding, even if that means abandoning some flood zones.

Cynthia Rosenzweig, a climate scientist at NASA's Goddard Institute for Space Studies, says most New Yorkers have reached a tipping point on the subject of climate change.

"The evidence is indeed piling up that climate change is no longer something that is happening in future decades, and everyone's eyes are glazing over as the scientists are talking about it," she says.

Rosenzweig co-authored a report that looked at the costs and benefits of preparing the city for climate change. It calculated that $1 of prevention saves $4 in future repairs.

"If we're going to be having this much damage again and again, our whole economy of our region will not be able to survive," she says.

And as former New York Mayor Ed Koch once said, "New York City is where the future comes to rehearse."

No budging as fiscal cliff talks appear stalled

WASHINGTON (AP) ? Republicans aren't budging on tax rates, and Democrats are resisting steps like raising the eligibility age for Medicare. Negotiations on averting a year-end fiscal train wreck combining big automatic tax hikes and sweeping spending cuts again appear stalled.

There are less than three weeks before the government could careen off this "fiscal cliff," but the chief GOP negotiator, House Speaker John Boehner, R-Ohio, said Wednesday that "serious differences" remain between him and President Barack Obama after an exchange of offers and a pair of conversations this week.

Boehner spoke after a closed-door meeting with fellow GOP lawmakers in which he advised them not to make plans for the week after Christmas.

Neither side has given much ground, and his exchange of proposals with Obama seemed to generate hard feelings more than progress. The White House has slightly reduced its demands on taxes ? from $1.6 trillion over a decade to $1.4 trillion ? but isn't yielding on demands that rates rise for wealthier earners.

Boehner responded with an offer very much like one he gave the White House more than a week ago that offered $800 billion in new revenue, half of Obama's demand. Boehner is also pressing for an increase in the Medicare eligibility age and a stingier cost-of-living adjustment for Social Security recipients.

Boehner spokesman Michael Steel said the two men did not have any follow-up talks Wednesday.

"There were some offers that were exchanged back and forth yesterday, and the president and I had a pretty frank conversation about just how far apart we are," Boehner said after his meeting with fellow Republican lawmakers. "He said it's looking like trench warfare," said Rep. John J. Duncan Jr., R-Tenn., referring to Boehner.

Federal Reserve Chairman Ben Bernanke weighed in as well. He said, "Clearly, the fiscal cliff is having effects on the economy," the uncertainty affecting consumer and business confidence and leading businesses to cut back on investment.

There is increasing concern about a Dec. 31 deadline to stop the expiration of Bush-era tax cuts and the start of across-the-board spending cuts that are the result of Washington's failure to complete a deficit-reduction deal last year. Even if an agreement can be reached, the halting pace of negotiations is jeopardizing chances that it could be written into proper legislative form and passed through both House and Senate before the new Congress convenes on Jan. 3.

Both sides accuse the other of slow-walking the talks. Democrats say Boehner is unwilling to crack on the key issue of raising tax rates on family income over $250,000 because he's afraid of a revolt on his right flank and from younger, ambitious members of his leadership team.

"I do have an increasing concern that the speaker ... is trying to string this out until January 3rd because that's when he would be re-elected as speaker," Rep. Chris Van Hollen of Maryland, ranking Democrat on the House Budget Committee, told The Associated Press. "And I think he's nervous that if he can't get a majority of his House Republican members to support a reasonable agreement that that could put his speakership election in jeopardy. And so that might cause him to try and string these talks."

Many conservatives say they would oppose a deficit-cutting package negotiated by Boehner that included higher tax rates.

"I'll say no, because the focus has got to be on economic growth," said Rep. Jim Jordan, R-Ohio. "The simple fact is raising taxes is not going to grow our economy."

Others wouldn't rule it out completely.

"If there's real cuts in spending, if there's real reform of entitlement programs, I think all of us would have to reconsider our position," Rep. Raul Labrador, R-Idaho, said Wednesday. "But the problem is, I don't see real cuts, real cuts. I'm not saying yes and I'm not saying no."

Liberal Democrats are trying to pull Obama in the opposite direction on Medicare and Social Security. Eighteen months ago, Obama had all but agreed to an increase in the retirement age and a less generous inflation adjustment for calculating Social Security COLAs.

House Minority Leader Nancy Pelosi warned Republicans against insisting on raising the Medicare eligibility age as part of any deal.

"Don't go there," Pelosi said on "CBS This Morning." She said raising the retirement age wouldn't contribute much savings toward an agreement in the short term, adding, "Is it just a trophy that the Republicans want to take home?"

Raising the Medicare age from 65 to 67 could cut Medicare costs by $162 billion over a decade, according to a Congressional Budget Office estimate last year. But by 2035, it would cut Medicare's projected budget by 7 percent.

That estimate, however, assumes the eligibility age would increase rather abruptly and hit people just about to retire. Republicans have instead in the past that their Medicare proposals won't affect now those 55 and above.

Democrats are also pushing back against a GOP plan to reduce Social Security cost-of-living adjustments, another step back from where Obama and Boehner were just 18 months ago.

"Quite frankly, Social Security is off the table," said Rep. Joe Crowley, D-N.Y.

The backtracking has Republicans fuming that Obama campaigned on a "balanced" fiscal solution but now is unwilling to pair tax increases with politically painful cuts to Medicare and other popular programs.

"The president and his allies have taken so many things off the table the only thing left is the varnish," said Senate Minority Leader Mitch McConnell, R-Ky.

But in an ABC interview Tuesday, Obama did not reject a Republican call to raise the age of Medicare eligibility from 65 to 67. The proposal is "something that's been floated," Obama said, not mentioning that he had tacitly agreed to it in the deficit-reduction talks with Boehner more than a year ago that ended in failure.

"When you look at the evidence, it's not clear that it actually saves a lot of money," Obama said. "But what I've said is, let's look at every avenue, because what is true is we need to strengthen Social Security, we need to strengthen Medicare for future generations, the current path is not sustainable because we've got an aging population and health care costs are shooting up so quickly."

Seven primitive galaxies at the dawn of time

Dec. 12, 2012 ? Using NASA's Hubble Space Telescope, astronomers have uncovered a previously unseen population of seven primitive galaxies that formed more than 13 billion years ago, when the universe was less than 3 percent of its present age. The deepest images to date from Hubble yield the first statistically robust sample of galaxies that tells how abundant they were close to the era when galaxies first formed.

The results show a smooth decline in the number of galaxies with increasing look-back time to about 450 million years after the big bang. The observations support the idea that galaxies assembled continuously over time and also may have provided enough radiation to reheat, or reionize, the universe a few hundred million years after the big bang.

These pioneering observations blaze a trail for future exploration of this epoch by NASA's next-generation spacecraft, the James Webb Space Telescope. Looking deeper into the universe also means peering farther back in time. The universe is now 13.7 billion years old. The newly discovered galaxies are seen as they looked 350 million to 600 million years after the big bang. Their light is just arriving at Earth now.

The greater depth of the new Hubble images, together with a carefully designed survey strategy, allows this work to go further than previous studies, thereby providing the first reliable census of this epoch, say the researchers. Notably, one of the galaxies may be a distance record breaker, observed 380 million years after the birth of our universe in the big bang, corresponding to a redshift of 11.9.

The results are from an ambitious Hubble survey of an intensively studied patch of sky known as the Ultra Deep Field (UDF). In the new 2012 campaign, called UDF 2012, a team of astronomers led by Richard Ellis of the California Institute of Technology in Pasadena, Calif., used Hubble's Wide Field Camera 3 (WFC3) to peer deeper into space in near infrared light than any previous Hubble observation. The observations were made over a period of six weeks during August and September, and the first scientific results are now appearing in a series of scientific papers. The UDF 2012 team is publicly releasing these unique data, after preparing them for other research groups to use.

Astronomers study the distant universe in near-infrared light because the expansion of space stretches ultraviolet and visible light from galaxies into infrared wavelengths, a phenomenon called "redshift." The more distant a galaxy, the higher its redshift.

A major goal of the new program was to determine how rapidly the number of galaxies increases over time in the early universe. This measure is the key evidence for how quickly galaxies build up their constituent stars.

"Our study has taken the subject forward in two ways," Ellis explained. "First, we have used Hubble to make longer exposures than previously. The added depth is essential to reliably probe the early period of cosmic history. Second, we have used Hubble's available color filters very effectively to more precisely measure galaxy distances."

The team estimated the galaxy distances by studying their colors through a carefully chosen set of four filters at specific near-infrared wavelengths. "We added an additional filter, and undertook much deeper exposures in some filters than in earlier work in order to convincingly reject the possibility that some of our galaxies might be foreground objects," said team member James Dunlop of the Institute for Astronomy, University of Edinburgh.

For galaxies whose light has been shifted to infrared wavelengths, Dunlop said, the intervening hydrogen will have absorbed all of the light that was originally emitted as visible light and most of the light initially released at near-infrared wavelengths. Therefore, these galaxies will not be detected in most of Hubble's filters. They will only be seen in Hubble's longer-wavelength infrared filters, which hold the key to discovering the earliest galaxies.

The results from the UDF 2012 campaign mean there may be many undiscovered galaxies even deeper in space waiting to be uncovered by the Webb telescope. "Although we may have reached back as far as Hubble will see, Hubble has, in a sense, set the stage for Webb," noted team member Anton Koekemoer of the Space Telescope Science Institute in Baltimore, Md., who oversaw the Hubble observations and combined the images. "Our work indicates that there may be a rich field of even earlier galaxies that Webb will be able to study."

Astronomers have long debated whether hot stars in such early galaxies could have provided enough radiation to warm the cold hydrogen that formed soon after the big bang. This process, called "reionization," is thought to have occurred 200 million to a billion years after our universe's birth. This process made the universe transparent to light, allowing astronomers to look far back into time. The galaxies in the new study are seen in this early epoch.

"Observations of the microwave afterglow from the big bang tell us that reionization happened more than about 13 billion years ago," said Brant Robertson of the University of Arizona in Tucson. "Our data confirms that reionization was a drawn-out process occurring over several hundred million years with galaxies slowly building up their stars and chemical elements. There wasn't a single dramatic moment when galaxies formed; it was a gradual process."

The team's finding on the distant galaxy census has been accepted for publication in The Astrophysical Journal Letters.

Mildura Police warn drivers against relying on Apple iOS 6 maps

Police in Mildura, Victoria, Australia, have issued a warning to motorists, cautioning them against relying on Apple's new iOS 6 Maps. This comes after receiving distress calls from motorists who had become stranded in a national park after following iOS 6 maps directions. The Victoria Police News reports:

Tests on the mapping system by police confirm the mapping systems lists Mildura in the middle of the Murray Sunset National Park, approximately 70km away from the actual location of Mildura. [...] Some of the motorists located by police have been stranded for up to 24 hours without food or water and have walked long distances through dangerous terrain to get phone reception.

Apple replaced the previous, Google-fed iOS Maps app with in iOS 6 with a new, better looking, worse working app. Apple CEO Tim Cook has apologized for the situation with iOS 6 maps, and promised Apple is working on making it better. Both the head of iOS and iOS 6 Maps have since existed the company.

Apple has also posted a list of alternative maps apps on the App Store for those experiencing problems with iOS 6 Maps.

Yet none of that matters when people are getting stuck in the middle of nowhere, because that's where Apple Maps put them. Apple needs to get ahead of this as fast as possible.

President Barack Obama is trying to spend what former President George W. Bush called "political capital."

Obama is now trying to do the same ting, standing firm with Republicans in negotiations on averting the year-end fiscal cliff and refusing to budge on his insistence that top tax rates ? not just overall tax revenues? go up in any bipartisan fiscal deal.

Clearly, his re-election win has given him more leverage.

He campaigned on letting Bush-era tax cuts expire for households earning over $250,000 a year. And polls show that if Congress can't agree in the next three weeks and the economy goes over the "fiscal cliff" triggering large automatic spending cuts and tax increases, more voters will blame Republicans than Democrats.

Obama met House Speaker John Boehner Sunday for a rare one-on-one talk about the crisis. Otherwise, he's been busy presenting his case elsewhere ? including Monday's campaign-like visit to Michigan auto workers.

Republicans gripe the president should be in Washington negotiating ? not still out campaigning.

Obama says he's mindful of "presidential overreach in second terms" and will proceed cautiously. Still, "I didn't get reelected just to bask in reelection."

Of course Bush found he had far less political capital than he'd imagined.

He campaigned across the country in early 2005 for a plan to partially privatize Social Security. After months on the road, he realized he couldn't even sell his plan to many members of his own party on Capitol Hill.

Right now, Democrats are giving Obama running room. "He gets his way ? up to a point," said Sen. Sherrod Brown, D-Ohio.

(AP) ? South Africa's former President Nelson Mandela was admitted to a military hospital Saturday for medical tests, though the nation's president told the public there was "no cause for alarm" over the 94-year-old icon's health.

The statement issued by President Jacob Zuma's spokesman said that Mandela was doing well and was receiving medical care "which is consistent for his age." The statement offered no other details.

Mandela, who spent 27 years in prison for fighting racist white rule, became South Africa's first black president in 1994 and served one five-year term. He later retired from public life to live in his village of Qunu, and last made a public appearance when his country hosted the 2010 World Cup soccer tournament.

"We wish Madiba all the best," Zuma said in the statement, using Mandela's clan name. "The medical team is assured of our support as they look after and ensure the comfort of our beloved founding president of a free and democratic South Africa."

While the government sought to reassure South Africans about Mandela's health, he remains viewed as a father figure to many in this nation of 50 million people. Each hospital trip raises the same worries about the increasingly frail former leader of the African National Congress ? that the man who helped bring the nation together is slowly fading away.

In February, Mandela spent a night in a hospital for a minor diagnostic surgery to determine the cause of an abdominal complaint. In January 2011, however, Mandela was admitted to a Johannesburg hospital for what officials initially described as tests but what turned out to be an acute respiratory infection. He was discharged days later.

Mandela contracted tuberculosis during his years in prison. He also had surgery for an enlarged prostate gland in 1985.

While Zuma's statement offered no further details about who would provide medical attention for Mandela, the nation's military has taken over caring for the aging leader since the 2011 respiratory infection. At 1 Military Hospital in Pretoria on Saturday night, the facility that previously cared for Mandela in February, everything appeared calm, without any additional security present.

Mac Maharaj, a presidential spokesman, declined to say whether Mandela had been flown by the military from Qunu to Pretoria. He also declined to say what the tests were for.

"It's quite normal at his age to be going through those tests," Maharaj told The Associated Press.

Mandela's hospitalization comes just days after the crash of a military aircraft flying on an unknown mission near Mandela's rural home in which all 11 onboard were killed.

The plane was flying to a military air base in Mthatha, which is about 30 kilometers (17 miles) north of Qunu. Military officials declined to say whether those on board had any part in caring for Mandela.

(AP) ? Josh Brent and Jerry Brown met in college, forming a close, unshakeable bond. Having realized his NFL dream, Brent was trying to help his roommate do the same.

But Brent wasn't starting on Dallas' defensive line when the Cowboys kicked off in Cincinnati on Sunday. He was in jail, accused of driving drunk and causing a fatal accident that killed Brown, an expectant father who had just landed a spot on the Cowboys practice squad.

About an hour after the grieving Cowboys secured an emotional 20-19 victory over the Bengals on the final play, a barefooted Brent walked slowly out of the jail in the Dallas suburb of Irving after his release on $500,000 bond. Surrounded by camera crews and reporters, Brent had several patches of missing hair and a bandage wrapped about his right hand.

"Jerry Brown was my very best friend, and I'm just trying to deal with his death right now," Brent said, stopping briefly when asked if he had anything to say to Brown's family. He didn't answer any other questions.

Brent, a 6-foot-5-inch, 320-pound nose guard, was arrested at the scene of the accident Saturday on suspicion of driving while intoxicated, a charge upped to intoxication manslaughter after the 25-year-old Brown died.

Attorney George Milner complained that Brent's bond was set "16 times higher than it would have been for anybody that doesn't play for the Dallas Cowboys."

"He is torn up," Milner said. "It's not a good moment for anyone. I'm going to take him home. He needs family around him."

Brown had promised his family that he would play professional football full time, his grandmother said.

"He lived for football," Theresa Clark, 63, of St. Louis, told The Associated Press on Sunday. "He loved it with all his heart."

The two athletes' friendship, which blossomed during their three seasons at the University of Illinois, was obvious to those who knew them. Milner said Brown was living with Brent during the six weeks he spent with the Cowboys.

"You can't get any tighter than those two," Milner said, crossing his index and middle fingers. "It was the closest family he had was Jerry Brown."

The circumstances surrounding Brown's death didn't change his family's view of his relationship with Brent, who pleaded guilty to a driving under the influence charge while a player at Illinois in 2009.

"I'm quite sure that Jerry thought the world of him and respected that young man," Clark said of Brent.

In the Illinois case, Brent was sentenced to 60 days in jail and two years of probation among other sanctions, court records show.

According to a probable cause affidavit released Sunday by Irving police, officers said they detected "a moderate odor of alcohol" from Brent's breath and that he "admitted to consuming alcohol at a club," but wouldn't identify which one. Police said Brent gave a blood sample at the hospital on Saturday.

Brown's mother, Stacey Jackson of Champaign, Ill., confirmed Brown's final Facebook post from Nov. 29, in which he wrote that he was expecting a child and "how the fast life isn't as fun as it use to be after living it for so long."

"She will be here in two more months," Jackson said of Brown's baby daughter. "She is going to be well loved. I have scrapbooks and everything to show her what type of father she had."

Clark saw Brown about four or five months ago, but spoke with him frequently via Facebook.

"I have 20 grandchildren and Jerry is the oldest," Clark said. "They all looked up to him. They praised him. They were all really upset and crying. They are going to miss their big cousin. He was one in a million."

The accident happened hours before Brent was to be on a team flight to Cincinnati. The Bengals held a moment of silence before Sunday's game, and most Cowboys bowed their heads. Dallas quarterback Tony Romo and several other players had their hands over their hearts.

On Fox's NFL Sunday pregame show, Cowboys owner Jerry Jones said the team had focused on Brown's death in the "last few hours." He didn't mention Brent, who played in the first 12 games and was a bigger presence than expected on defense because of injuries to Jay Ratliff.

"First of all we all know, but we remind ourselves that there is something more important than football, and this is life, and certainly the lost life of Jerry," Jones said. "On the other hand, they know the best way they can honor Jerry, because he was such a hard worker, so conscientious and enthusiastic about his career."

The Cowboys didn't hide their emotions after Dan Bailey kicked a field goal as time expired to keep the team's playoff hopes alive.

"I don't remember crying this much other than maybe the day I was born," Dallas defensive end Marcus Spears said. "With Josh's situation and Jerry being gone, you felt it."

Cowboys spokesman Rich Dalrymple said the team was planning a private memorial service for Tuesday in the Dallas area.

It marked the second straight week the NFL found itself dealing with a tragedy right before game day.

Last Saturday, Kansas City Chiefs linebacker Jovan Belcher fatally shot his girlfriend before killing himself in front of his coach and general manager. The 25-year-old Belcher shot himself in the parking lot at the team's practice complex at Arrowhead Stadium.

What?s the best color to paint your house?

It depends, according to experts who say color choices should be based on factors including the style of your home, landscape, neighborhood, roof color and stonework.

Red may be your all-time favorite color, but if the brick facade on your house has a decidedly pink tint to it, you?d be wise to paint another shade. And, just because all the latest home decor magazines are forecasting blue to be the color of the year in 2013 (and they are), that doesn?t mean it will work on your house.

?Exterior paint choices are less influenced by trends than fashion or even interior paint choices,? said Krim Danzinger, senior consultant for AkzoNobel, maker of Glidden paints.

Good thing. Exterior paint jobs, after all, are the kind of pricey projects that most homeowners hope to undertake just once every decade or so.

?When you?re painting the inside of your home, you have the luxury of being more fearless with color. It?s a way to convey your uniqueness to the people you know well enough to invite into your home,? said Barbara Richardson, director of color marketing for AkzoNobel. ?But when we talk about exteriors, we have to look at the community you?re part of. You need to look at the environment and the other houses on your street. There?s a sense of camaraderie you want to have with your neighbors. If your house color clashes with theirs, you distract from the appearance of the whole street.?

When you?re trying to decide what color to paint your house, Richardson advises studying homes in neighborhoods you admire. Photograph color combinations you love ??on houses as well as in clothing, wallpaper or fabrics. Do your research. If you live in a fanciful Victorian or stately craftsman, do you know how these homes have traditionally been painted in your part of the country? Do any of these historic color combinations inspire you?

Then, after you?ve spent time narrowing down your choices, buy a quart of several different paints and try them on your house. How do they look next to your stone chimney? How do they look in morning or at night?

Leatrice Eiseman, head of the Eiseman Center for Color Information and Training and executive director of the Pantone? Color Institute, says you also can?t overlook the neighborhood when choosing exterior paint.

The undertones in your next-door neighbors? homes should help inform your palette. Are their homes warm (beige, rose, brown, gold, yellow) or cool (gray, blue, green, teal)? You?ll want to choose colors that work in harmony with the other houses on your block.

Match location and architecture
?San Francisco is filled with ?Painted Ladies,? Victorian houses that are painted bold combinations like purple, mulberry and mauve. It?s bright and unusual, and it totally fits,? Richardson said. ?A similarly styled house in a more conservative area, let?s say Dubuque, Iowa, might be painted off-white or very pale yellow. That would be a good fit for that region.

?In the Bahamas, you might see dozens of blue houses with bright yellow or green shutters,? she continued. ?On the other hand, there might only be a handful of blue houses in all of Tempe, Ariz. Blue just isn?t a big color there.?

So, what should you do if the color you love doesn?t mesh with your architecture or region?

?Think small doses,? suggests Jackie Jordan, director of color?marketing for Sherwin-Williams. ?Pops of color can be added to your exterior in much the same way you use pillows or wall-hangings to add color to your interior.

?If you painted your entire house bright red, it would probably stick out like a sore thumb,? she said. ?But by painting your door red, you?re able to show your personality without having everyone in the neighborhood wonder, ?Oh, my God, what was she thinking?? ?

Is there a color you should never paint your house?

?Never say never,? Eiseman said. ?I might not paint a house black, but black trim could work beautifully. It?s all about what colors you?re mixing it with and how much you?re using.?

?Physicist Richard Feynman in the final report on the Challenger disaster Life has had to deal with environmental change, especially climate change, since the beginning of its existence on Earth. Species adjust or go extinct, and both have happened. For life-forms with our kinds of cells?eukaryotic, the kind with distinct organelles?the average existence of a species is about 1 million years, and, on average, one species goes extinct a year, at least of the species we have named and know, including those we know only from fossil records. Organisms adjust to environmental change in three ways, from fastest to slowest: behaviorally, physiologically, and genetically. Ecologist Larry Slobodkin used to demonstrate the first two playfully during a lecture by picking up a piece of chalk and tossing it to one of the students. The student would duck or catch the chalk, which Larry pointed out was the behavioral response, first and fastest, and then within 20 seconds would blush, the physiological adjustment, second fastest. These, he would explain, were not only relatively fast but used little energy in a population. If these failed to make a successful adjustment, a population's genetic makeup could change, with genes transmitted to the next generation that led to characteristics better adjusted to the changed environment, obviously a much slower adjustment. Individual mobile organisms migrate as an adjustment to climate. Plants and other non-mobile species adjust by having seeds or other propagules that move easily. Wind, water, and animals provide the major transportation. In any population there is a mixture of genetic types and, as Darwin explained a long time ago now, those better adapted to the current climate left more offspring than the less adapted, and over time a population evolved to fit the new climate. But this genetic adjustment took time, and since the climate is always changing, it could be that at any one time a population would be adjusting genetically to a climate that had been present but had passed or was passing. It was and is an eternal dance, populations never quite in perfect harmony with their present environment. If the rate of environmental change is too fast, populations cannot adjust and go extinct. Dealing with environmental change has always been part of being alive. Early man was part of this dance between life and environment. Homo erectus, the first of our kind who left Africa, would likely have migrated as a matter of course. They may not have thought of it as migration in our modern sense; they were going where the environment, including sources of food and water, was better. Environmental change and moving along with it were only natural. With the beginning of civilization and the construction of buildings that could last a long time, and with investments of time and effort in agricultural fields, as well as the discovery of specific sources of minerals and the building of mines to get them, people's lives changed in ways that led to a desire for constancy. Establishment of property rights and national boundaries (beginning with tribe-established land boundaries) augmented the need and desire for constancy of place and of environment. One can argue that it is our species that most needs and most desires constancy and has therefore formed worldviews that not only require environmental constancy but have turned it into a fundamental belief, a folkway, a series of myths. The more technologically and legally advanced a civilization, the greater the need and desire for environmental stability, for a balance of nature. Hence, our modern dilemma vis-?-vis climate change. Rather than claim the world is constant except for our sinful interference with it, we need to acknowledge and work out ways to live with environmental change. This can include doing our best to stop or slow that change, as we do in the short term with agricultural irrigation, stabilizing the "precipitation," so to speak. But the harder we work to force environmental constancy onto our surroundings, the more fragile that constancy becomes and the greater the effort and energy it takes. The use of groundwater for crop irrigation illustrates that fragility. Large aquifers that took many thousands of years to develop are being depleted for crop irrigation over comparatively short times?decades or centuries. A major example of this depletion is the Ogallala aquifer (also called the High Plains aquifer), stretching from South Dakota into Texas. It stores a huge amount of water and is the main water source in the area. Its use began in the 1940s. Today water is removed up to 20 times faster than it is naturally replaced. In southwest Kansas and the panhandle in western Texas, it is said that supplies may last only another decade. Lower Cimarron Springs, famous in the nineteenth century as a watering hole along the Santa Fe Trail, dried up decades ago due to pumping groundwater. Millions of dollars will be needed to find alternative sources. Achieving short-term stability at the cost of long-term fragility is a trade-off. It makes more sense, in retrospect, that the earliest civilizations, like Egypt and Persia, were established downstream on a river system whose flow varied year to year but was relatively constant compared to much of the rest of the surrounding lands. When I give talks about the discordant harmonies of nature and my changing views of global warming, a common response is "Why bother to point this out? Everybody believes in global warming, and doing something about it doesn't hurt anything and can only benefit." But in our real world, the choice to take one action means that other actions are not taken. We are well aware these days of the worldwide limits of capital and cash to do things, and we must choose carefully. There's the rub. One of the things missing from the global-warming debate is to put the issue of global warming within the set of major environmental problems and then establish priorities based on what can be done, what needs the most immediate action, and what is most important. In addition to possible effects on climate, major ways that human actions are decreasing overall biological diversity, include (not in an order of priority) habitat destruction; overharvesting of renewable living resources; chemical pollution; removal of groundwater; depletion of mineral resources necessary for life, especially sources of phosphate; and introduction of exotic species that harm other species and are undesirable from our point of view, and just plain inadvertently causing species to become threatened with extinction. These are here-and-now problems. Moreover, sometimes actions that the public is told will help mitigate or reduce global warming create or worsen other environmental problems. For example, in Indonesia, 44 million acres (18 million hectares) of tropical rain forests may have been cut down to plant palm trees to produce palm oil to be used as a biofuel. This is justified as being good for the environment because it is supposed to reduce emissions of greenhouse gases and therefore reduce the rate of global warming. But this habitat destruction further endangers orangutans and Sumatran tigers, already threatened with extinction. While few, if any, knowledgeable environmental organizations will be fooled by the claim that this is going to be environmentally beneficial, the European Union and the government of Malaysia have been considering what to do about the biofuels from these plantations, taking the possibility seriously that using these to fuel cars and trucks in Europe will offset some of the greenhouse gas production by these vehicles and is therefore justified and on the whole environmentally sound. Singling out global warming from other environmental issues is a one-factor approach, which has been too common in environmental policy decisions. For example, as the Clean Water America Alliance points out, the use of water resources requires considerable energy, but water use and energy use are treated as separate issues most of the time in environmental policy analysis. Because global warming gets so much attention and so much funding, this single-factor approach is a particularly important aspect of this issue's policy analysis. In many cases, actions to help solve another environmental problem can also be beneficial in reducing undesirable effects of climate change. For example, as I discuss in Powering the Future: A Scientist's Guide to Energy Independence, moving away from fossil fuels toward wind and solar energy reduces the human contribution of greenhouse gases to the atmosphere while also reducing habitat destruction (from the mining of fossil fuels) and air, water, and ocean pollution (from the mining, processing, and burning of these fuels), benefiting biodiversity and human health and well-being. The same can be said for a move away from fission-based nuclear power plants, whose toxic substances last up to millions of years (the U.S. government is seeking a warning sign that will keep people away from nuclear waste dumps for 10,000 years). The politicization and ideology-driven beliefs about global warming, on both sides of the issue, prevent a calm, rational examination of where actions to mitigate global warming could fit into a set of priorities. Indeed, even making a claim that such prioritizing is possible leads to a change in viewpoints and will likely upset many who believe now that global warming is a present and future reality with disastrous effects. We need to be able to put the discussion within a rational context. Among other aspects of this context, we need, as Thomas Friedman wrote on September 14, 2011, in the New York Times, "to start taking steps, as our scientists urge, 'to manage the unavoidable and avoid the unmanageable.'" Not just about climate change, but in establishing an integrated, multifactor approach to our major environmental problems. National Menorah set to be lit in Washington for Hanukkah

(Reuters) - The National Menorah will be lit near the White House on Sunday for Hanukkah, in a celebration that features the U.S. Navy Band and is one of the most high-profile events in the country to mark the Jewish holiday.

The eight-day Hanukkah celebration, also known as the Festival of Lights, starts at sundown on Saturday.

The lighting of the National Menorah in Washington, on the Ellipse near the White House, dates back to 1979 when then-President Jimmy Carter participated in the ceremony at nearby Lafayette Park.

The event is organized by the Chabad-Lubavitch movement of Hasidic Judaism, and will include a performance by the U.S. Navy Band and servings of hot potato pancakes, or latkes, and doughnuts.

The lighting of the National Menorah will take place at 4 p.m. on Sunday.

President Barack Obama said on Friday in a statement that Hanukkah was "a time to celebrate the faith and customs of the Jewish people" but also "an opportunity for people of all faiths to recognize the common aspirations we share."

Obama and his family presided over the lighting of the National Christmas Tree on Thursday near the White House.

Jewish communities across the United States are set to celebrate Hanukkah with a variety of public events.

In New York, the third night of the Festival of Lights will be the occasion for a unique party, in the form of a Hanukkah on Ice event on Monday at Trump Wollman Rink in Central Park, where participants will strap on their skates, eat free kosher food and listen to Jewish music.

In Los Angeles, Mayor Antonio Villaraigosa will participate in the lighting of a 15-foot menorah at an entertainment district in the city on Sunday evening.

Hanukkah is a Jewish holiday that commemorates the 2nd century BC victory of Judah Maccabee and his followers in a guerrilla revolt in ancient Judea against armies of the Seleucid Empire.

The Menorah is a key part of the festival, because according to Jewish tradition, the Maccabees found only enough ritually pure oil to light a ceremonial lamb in the temple in Jerusalem for one day, but the oil burned for eight days.

Dutch to send Turkey 2 Patriot systems

(AP) ? The Dutch government approved a NATO request Friday to send two batteries of Patriot missile defense systems to Turkey, following in Germany's footsteps, Foreign Minister Frans Timmermans said.

Parliament must sign off on the Cabinet decision, but Prime Minister Mark Rutte's two-party coalition has a comfortable majority in the 150-seat lower house, so the vote is expected to be a formality.

The Dutch decision comes a day after Germany agreed to send two Patriot batteries and troops to Turkey's southern border with Syria at NATO's request.

The Western alliance approved sending the weapons to prevent cross-border attacks against Turkey after mortar rounds and shells from Syria killed five Turks.

"It is very restive along the border, with escalating violence and the risk that it could spill over into neighboring countries," Timmermans told reporters after the Cabinet meeting.

Timmermans said a maximum of 360 Dutch troops will also be sent to operate the Patriot systems in a yearlong deployment.

Deutsche Telekom steps up investment in growth in 2014 and adjusts dividend planning to 50 euro cents

The Board of Management of Deutsche Telekom today approved the financial planning for the Group for the years 2013 through 2015. The relevant committees of the Supervisory Board, the General and Finance Committees, then addressed the plans and formulated a recommendation for the Supervisory Board to approve them at its next meeting.

The plans are for the Group to increase its capital expenditure considerably over the next three years (including expenditure following the closing of the business combination of MetroPCS with T-Mobile USA, which is expected in the first half of 2013). Capital expenditure (excluding spectrum investment) of EUR 9.8 billion is scheduled for 2013 compared with an expected total of EUR 8.3 billion in the current year. The increased level of capital expenditure is intended to generate year-on-year growth both in revenue and adjusted EBITDA as soon as 2014. To create a basis for comparison, MetroPCS is assumed to be included for the full 2013 financial year based on a pro forma calculation.

The dividend for the 2013 and 2014 financial years is to be adjusted to these plans, with a payment of 50 euro cents per dividend-bearing share planned for both years. The plans for dividend payments are subject to approval by the relevant bodies and the fulfillment of other legal requirements.

The higher investment volume is to be used to roll out the broadband infrastructure in Germany and the United States in particular. In the mobile communications network, this will be done using the state-of-the-art technology LTE. Around EUR 6 billion is earmarked for rolling out the broadband infrastructure in the German fixed network with optical fiber and vectoring between 2013 and 2020. In addition, T-Mobile USA has entered into an agreement with Apple to bring products to market together in 2013.

Expected development of revenue in the operating segments and the Group.

Deutsche Telekom expects its revenues in the Germany segment to stabilize in 2014. The Europe segment is expected to record organic growth again in 2014, i.e., without the impact of regulatory decisions, exchange rate effects and exceptional state measures such as the imposition of additional taxes. The U.S. business is to return to growth in the planning period. The activities of the Digital Business Unit are expected to generate double-digit growth rates until 2015. Deutsche Telekom expects T-Systems to generate profitable revenue growth in its business with customers outside the Deutsche Telekom Group.

Deutsche Telekom therefore expects the Group to generate additional revenue in 2014 compared with the prior year (including MetroPCS on a comparable basis).

Expected development of adjusted EBITDA in the Group for 2013 and 2014.

The forecast for the Group in its current structure is for adjusted EBITDA of around EUR 17.4 billion in 2013 (forecast for 2012: around EUR 18 billion). Based on a pro forma calculation that assumes inclusion of MetroPCS for the entire financial year 2013, adjusted EBITDA would amount to around EUR 18.4 billion. Deutsche Telekom is planning a year-on-year increase in adjusted EBITDA in 2014 (including MetroPCS on a comparable basis).

Expected development of free cash flow in the Group for 2013 through 2015.

The Group's free cash flow is expected to decrease to around EUR 5 billion in 2013 (scheduled figure for 2012: around EUR 6 billion), primarily as a result of the increased capital expenditure and the systematic implementation of the Challenger strategy in the U.S. market, including the agreement with Apple. The Group's free cash flow is expected to be around EUR 6 billion in 2015 (including MetroPCS).

Dividend planning for 2013 and 2014.

Subject to approval by the relevant bodies and the fulfillment of other legal requirements, a dividend of 50 euro cents per dividend-bearing share is to be paid for each of the financial years 2013 and 2014. The Company also plans to offer shareholders the option of receiving payment in the form of shares (dividend in kind). Both forms of payment are tax-free for domestic shareholders.

Planning for key financial indicators.

The ratio of net debt to adjusted EBITDA from 2013 through 2015 is to remain within the range of 2.0 to 2.5 as in the previous three years. The equity ratio is also scheduled to remain in the same range as for the previous period of 25 to 35 percent.

Deutsche Telekom continues to manage its liquidity reserve such that at least capital market maturities for the forthcoming 24 months are covered at any given time. Closely linked to this is the approach of a balanced maturities profile.

Teachers wanted to study Gullah culture of GA, SC

SAVANNAH, Ga. (AP) ? Their dinner had just arrived as the two college professors watched their guests, a group of singers from the Georgia coast, unexpectedly turn saying grace into an outburst of song, rhythm and shouted praises that soon had other diners in the restaurant joining in with the impromptu performance.

"Before you know it, they're out of their chairs and the beat is getting played on a table and you had all the children in the restaurant shouting praises with them," said Mary Ellen Junda, a music professor at the University of Connecticut.

The dinner at a restaurant in Richmond, Va., last year with the Geechee Gullah Ring Shouters of Darien, Ga., turned into another lesson for Junda and fellow music professor Robert Stephens, who have spent years studying the art and traditions of the Gullah, descendants of slaves who live in coastal communities from North Carolina to northern Florida. Scholars say their culture, long isolated from the mainland, has clung to its African roots and traditions more than any in America.

Now Junda and Stephens are preparing to share their firsthand research next year with 80 classroom teachers from elementary and high schools across the U.S., who will spend a week visiting Gullah communities in coastal Georgia and South Carolina. It's an effort to spread word of a distinct American culture that's rapidly giving way to assimilation as younger generations leave small island communities for life on the mainland.

Last summer, the National Endowment for the Humanities awarded Junda and Stephens a grant worth $180,000 to develop the teacher workshops, which will take place over two weeks next July.

For Stephens, a Savannah native, introducing school teachers to the Gullah people, their distinctive creole language and rich history is one way to combat the stereotypes he recalls from his childhood in the South.

"It gives voice to the fact that this is a legitimate, viable cultural tradition," Stephens said. "When I was growing up in Savannah attending high school, people sort of pooh-poohed the Gullah. They were not looked upon as being well informed."

It's not surprising two music professors ? Stephens specializes in world music while Junda focuses on folk traditions ? would end up studying the Gullah. The slave descendants of the Southern sea islands have largely passed down their history and traditions orally, through stories and songs. Prior researchers traced a song sung by Gullah on the Georgia coast to the West African nation of Sierra Leone, where the tune was sung as a funeral dirge.

The Connecticut professors will share not only their findings but also the firsthand sources of their research to the visiting teachers next summer. Teachers selected for the workshop after applying by March 3 will join Stephens and Junda in Savannah for tours of African-American landmarks in Georgia's oldest city.

They'll also take a field trip to St. Helena Island, S.C., to visit the Penn Center, formerly a school established in 1862 that educated freed slaves that's now home to a nonprofit dedicated to preserving Gullah history and traditions. Back in Georgia the group will cross the water from the mainland to Sapelo Island, where about 50 slave descendants still live in the tiny community of Hog Hammock.

Sapelo native Cornelia Bailey, who was born on the island in 1945, has become Hog Hammock's pre-eminent storyteller and keeper of the community's oral history. The professors have tapped her to share that history with the visiting teachers next summer.

"The teaching aspect of it I love because the more you spread the word the more respect there is for a culture that's endangered," Bailey said. "And teachers are the best people to spread the word."

Emory Shaw Campbell of Hilton Head Island, S.C., agrees. He'll be working with the group in South Carolina, where Campbell is a former Penn Center director. He recently headed a commission designated by Congress to study ways to promote and preserve Gullah culture in the Carolinas, Georgia and Florida.

Campbell said he hopes the teachers visiting next summer will take lessons about Gullah history and traditions far beyond the Southeast coast to schools in other regions where children may otherwise never learn of them.

"Not enough grade school and high school teachers know about Gullah culture, which is the root of African-American culture," Campbell said. "People say that unless you know yourself, you really find it difficult to function in this world. I think it's important for kids to know their history, know their origin, know why they look the way they do and speak the way they do."
